Camden Council to deactivate speaking 'Robocop' CCTV camera

THE Town Hall today (Monday) promised to "deactivate" a CCTV camera which barks warnings at people as they walk across a Somers Town council estate.

The workings of the "flash camera" at Walker House were revealed on Saturday night when resident Jim Jepps was told by the speaking camera that he had entered "a restricted area" and that his photo would be taken for "processing". The camera, which speaks in what people have described as a "Robocop" American accent, covers the communal gardens on the estate rather than a no-go area. Mr Jepps posted a video recording of the camera issuing its stern warning to YouTube, the clip (pictured above & embeded below) which has been watched more than 40,000 times in two days. Camden Council said it had installed the camera due to complaints about anti-social behaviour on the estate.

Mr Jepps said: "This camera will not solve any anti-social behaviour, it is anti-social behaviour. If there was a non-resident standing in the garden at nighttime telling everyone who came by to move on, we’d give them short shrift. This camera is that guy, put there by people who do not live here but are too lazy to actually stand there and do it for themselves – so they get a robot to do it for them. This camera will not stop vehicle crime because a) it isn’t happening and b) it’s pointed at the garden. This camera won't stop kids playing football and running about – and a good thing, too. This camera will not prevent a mugging, drug dealing or prostitution – although if you see a serious crime taking place in Walker House, call the police and you can create the first crime stat here for more than a year."

In a statement released this afternoon, the council blamed new batteries for triggering the messages.

It said: "Tackling anti-social behaviour is a top priority for Camden Council and we’re committed to ensuring the safety and security of each and every one of our residents. The flash camera on Walker House estate was installed in September 2011 in response to an increasing number of concerns from residents on the estate and complaints of anti-social behaviour. All flash cameras have the capacity to deliver voice messages when activated but in this instance it appears that voice messages were inadvertently activated when the camera batteries were replaced four to five weeks ago. We do not want to stop residents from enjoying their open spaces and communal areas and under no circumstances would we want voice messages to be used in areas where they may be disturbed. The voice messages will be deactivated as soon as possible."

PLANNING FOR HOTEL REFUSED WHILST SUPER LAB GOES AHEAD!!!!

Here is how the Camden New Journal covered the recent planning refusal for a 167 bed hotel in Kings Cross. Is it not strange that this development gets refused a year after the UKCMRI plans are approved to build an undisclosed level of bio containment facility (3 +) on a council estate?

Double standards or what? Perhaps they do not want any more hotels on the door step of Europe's largest bio containment facility?

"THE director of a design firm which has seen its plans for a futuristic new hotel block in King’s Cross rejected by the council’s planning committee has blamed lobbyists for “stirring up” opposition to the scheme.

Plans for the seven-storey development are in tatters after officials said it would not get building permission.

The 167-room hotel would have taken the place of a terrace between Birkenhead Street and Crestfield Street, which conservationists argue should be retained.

The design, described as “grim beyond grim” by residents, was rejected on 18 different grounds by Camden Council last week.

The decision document specifically states that the development would “result in the loss of a terrace of buildings which is considered to make a positive contribution to the character and appearance of the Kings Cross Conservation Area”.

Bill Reed, chairman of Friends of Argyle Square, has been lobbying against the development.

He said: “Those buildings were built in 1824 on Euston Road and pre-date almost everything in King’s Cross – certainly the station was built much later, and the houses on Argyle Square were not constructed until the 1840 to 1844.”

Mr Reed said: “All the residents and local groups – and now Camden Council – agree that they definitely do make a positive contribution to the area. People have been quite upset by this application, and it hasn’t been helped by the horrific replacement proposed.

“The buildings are part of the history of King’s Cross and it would be really terrible for to lose them. We have had more people contacting us over this than over any development in the area for years.”

But campaigners cannot relax just yet. Planning consultants Metropolis Planning and Design who drew up the scheme for the new futuristic block have vowed to appeal.

Director Nigel Bennett said that the company did not accept the principal objection that the three houses make a positive contribution to the conservation area describing Camden Council’s decision as “outrageous”.

He said: “We will certainly be appealing.

This is a ridiculous decision.

It is outrageous to block the development on the grounds of the demolition of those buildings.

They are in complete disrepair, built at different times and extended on.

King’s Cross is an international transport hub – is that the view international travellers should see when they arrive in King’s Cross for the first time?”

Mr Bennett said the objections to the project had accelerated recently and that he suspected local lobbyists were “stirring up” negative feelings about the project.

He added: “We held a public meeting back in 2006/2007 so that people could come forward and put their views across.

Two people turned up and one of those was from TfL.

We are really surprised how all of a sudden all of these objections are suddenly coming in from all angles.

Someone has been doing an anti-development campaign.

This is a regeneration area for goodness sake. Someone, somewhere is stirring this up big time.”

Mr Bennett added that if the development did go ahead it would provide “lots of new jobs” for the area as well as a “building with vibrant mix of new uses in a very exciting, contemporary design”.

Since the application the King’s Cross conservation area advisory committee has applied to have the buildings listed by English Heritage, saying they are a crucial part of the area’s architectural heritage.

If they are given protection, the developers will have to go back to the drawing board.

Francis Galton’s eugenic novel Kantsaywhere has been published for the first time by UCL.

The novel, which is accompanied by a new introduction that considers its controversial literary and social context, was rejected for publication shortly before Galton’s death in 1911. Now, UCL has decided it to make it publicly available for the first time as part of a year of events commemorating the 100th anniversary of his death.

Francis Galton is often referred to as the ‘father of eugenics’, as he was the first to propose that human populations could be engineered to improve their genetic composition - an idea that has been highly contentious throughout the 20th century. In addition to coining the term ‘eugenics’, Galton was a polymath and scientist who, amongst other achievements, devised a system for forensic fingerprinting.

After his death, parts of Kantsaywhere were destroyed by Galton's niece due to fears about the reaction to the love scenes, ideas of a 'eugenic marriage' and eugenics in general. The single copy that survived was passed to Galton’s biographer, Professor Karl Pearson, and later to UCL Special Collections.

Kantsaywhere details the struggles of a young man to fit into a eugenic utopia and marry the object of his affection, a Miss Allfancy. These struggles involve various physical and mental tests as well as checks on heredity and breeding so the fittest men and women continue to survive. It was written by Francis Galton as a popular way of getting ideas on eugenics across to a wider public.

Kantsaywhere has a plot that feels familiar, thanks to its echoes in twentieth-century science fiction such as Aldous Huxley’s Brave New World (1932) and John Wyndham’s The Chrysalids (1955).

In his introduction to the novel, writer and broadcaster Dr Matthew Sweet said: “Kantsaywhere has a plot that feels familiar, thanks to its echoes in twentieth-century science fiction such as Aldous Huxley’s Brave New World (1932) and John Wyndham’s The Chrysalids (1955).

“Despite the coyness of the title, Kantsaywhere is a country that may not be quite so alien as it first appears. Some version of its structures and processes are legible in the OFSTED report, in the psychometric test at the job interview, and on the internet dating site. You might also hear their echo in government statements on the wisdom of early intervention in the lives of children who have been judged statistically likely to develop into underachieving or socially disruptive adults.”

He concludes: “Whether we welcome such ideas as a form of good works, or reject them as a form of soft authoritarianism, their instances in the past may help us decide their fate in the future. Kantsaywhere might form part of that debate. Certainly, averting our gaze from Francis Galton’s extraordinary body of work will not assist us in reaching the right conclusions.”

In a sense, Sir Francis Galton was a traditional Victorian gentlemen scientist who dabbled in a whole range of fields; yet Galton made an extraordinary impact on almost every area to which he turned his attention. Modern understandings in statistics, genetics, heredity and criminology were shaped by Galton's work.

In his earlier years, prompted by expeditions to Africa and the Near East, Galton focussed on meteorology, travel, geography, and communications. He discovered the anti-cyclone, developed modern weather maps, was awarded a gold medal by the Royal Geographical Society, and wrote several books about his travelling experiences.

Laterally, and in part prompted by the work of his cousin, Charles Darwin, Galton turned his attention to the study of heredity and identity. His research in these fields, which ultimately led to his coining the term "eugenics", also prompted his numerous discoveries and advances in the areas of statistics, photography, fingerprinting, and anthropometrics.

His life

Galton was born to wealthy parents in Birmingham in 1822. The youngest of 9 children, his father was a banker and his mother the daughter of the esteemed doctor Erasmus Darwin - the latter also the grandfather of Charles Darwin.

After starting a medical degree at King's College, London, Galton transferred to Cambridge to read Mathematics. His father's death in 1844 left Galton a wealthy young man, and, during the next six years, he embarked on a series of expeditions abroad, interspersing these adventures with life in England as a wealthy country gentleman.

From 1850, Galton regained his sense of direction, and he worked industriously at his various scientific pursuits throughout the second half of the century and beyond. In 1853 he married Louisa Butler - they had no children. Galton, who was knighted in 1909, died in 1911.

1904, Galton wrote to the principal of UCL, to register his support for "the study of ... National Eugenics". The University provided rooms at 50 Gower Street, which were designated The Eugenics Records Office.
1907, The Eugenics Records office was converted into The Eugenics Laboratory , with Karl Pearson as director and David Heron, a mathematician, as the Francis Galton Fellow.
1911, Galton's will left £45,000 to UCL for the Chair of Eugenics. The will specifically stated that Karl Pearson was to be the first holder of the post. Pearson was the first of many distinguished Galton Professors, including RA Fisher, Lionel Penrose, Harry Harris & Bette Robson.
1963, The Francis Galton Laboratory of National Eugenics became the The Galton Laboratory of the Department of Human Genetics & Biometry. The Galton Lab became part of the Department of Biology in 1996.
Fittingly, The Galton Collection is now housed back in the Galton Laboratory in Wolfson House.

On May 5th, 2009, some of the most notorious members of the "billionaires club" — David Rockefeller, Bill Gates, Ted Turner, Oprah Winfrey, Warren Buffett, George Soros, Eli Broad, Peter G. Peterson, Patty Stonesifer, John Morgridge, Michael Bloomberg and a few other billionaires –, secretly met at the Manhattan residence of Sir Paul Nurse, president of Rockefeller University.

The meeting was eerily similar to another meeting that took place on January 20, 1942, in Wansee, a Berlin suburb.

In the Wansee Conference, some high ranking Nazi officials, led by SS-Obergruppenfuhrer Reinhard Heydrich, dispassionately discussed the more efficient methods to carry out the "Final solution to the Jewish question."

Though European Jews were the main targets for elimination, other groups, especially Slavs, Romany and mentally and/or physically disabled Germans, were also persecuted and murdered. The total death toll is estimated at between 12 and 26 million.

As expected, the U.S. mainstream media was very careful not to inform the American people about the billionaires meeting in Manhattan, but some details eventually were known.

Quoting an anonymous person who attended the meeting, a major U.K. newspaper reported that “a consensus emerged that they would back a strategy in which population growth would be tackled as a potentially disastrous environmental, social and industrial threat.”

According to other sources, billionaires who attended the secret meeting convened on the initiative of Bill Gates. Giving credibility to this is the fact that Gates had made similar points at a conference he attended on February 18, 2010, in Long Beach, California.

"Official projections say the world's population will peak at 9.3 billion [up from 6.6 billion today] but with charitable initiatives, such as better reproductive healthcare, we think we can cap that at 8.3 billion," Gates said. Translated into plain English, this means that Mr. gates [sic] is planning to participate in the killing of more than a billion human beings.

Also present at the meeting in Manhattan was media czar Ted Turner, billionaire founder of CNN who stated in a 1996 interview for the Audubon nature magazine, where he said that a 95% reduction of world population to between 225-300 million would be "ideal." In a 2008 interview at Philadelphia's Temple University, Turner fine-tuned the number to 2 billion, a cut of more than 70% from today's population.

The Rockefeller family is known for their generosity in contributing, through their non-profit, "philanthropic" foundations, to all causes whose goal is population control. Actually they were instrumental in the creation of the eugenics movement in the U.S., which later was exported to Germany where the Nazis brought it to its highest development.

Since the early 1920's the Rockefeller Foundation began funding the eugenics research in Germany through the Kaiser-Wilhelm Institutes in Berlin and Munich. Beginning in the 1950's, John D. Rockefeller III, used his foundation money to create a population reduction neo-Malthusian program through his private Population Council in New York.

It is not a coincidence that all of the billionaires who attended the Manhattan meeting are strong supporters of the creation of a New World Order. The NWO they envision is the global, communo-fascist totalitarian regime that will be implemented after they have killed 70% of the current world's population and reduced the survivors to pre-industrial level of consumption.

This will be a techno-fascist medieval society with no middle class, with only the dirty poor serfs confined to decaying cities and the billionaire masters living in fortified castles, enjoying the beauty of a depopulated Gaia.

Some naive people see this as another unfounded conspiracy theory. Their rationale is based on the belief that they would not want to kill us, when they need us as consumers to further engross their fortunes. We must remember that, when news spread that the Nazis were killing the Jews, some people, including some Jews, didn't believe it.

The Nazis, they reasoned, needed them to exploit as slave labor in the war factories. Unfortunately, the ones who thought that ended up in the extermination camps. Trying to find logic in the minds of mass murderers is a perilous exercise in frustration.

Early this year, enviro-journalist Bryan Nelson wrote a Mother Nature Network report entitled “Was Genghis Khan History’s Greenest Conqueror?” [1] In it, he claimed that Genghis Khan’s invasions of the 13th and 14th centuries were so sweeping, it “may have been the first instance in history of a single culture causing man-made climate change.” According to Nelson, Genghis Khan contributed to cool the environment by “effectively scrubbing around 700 million tons of carbon from the atmosphere.”

Obviouysly, [sic] if Nelson survives the planned mass killing, he would happily write an article claiming that the eugenicist billionaires have gained their rightful place in history as the greenest mass killers in human history. I would not be surprised if somebody suggests carving their smiling faces in Mount Rushmore honoring their success in saving Gaia from us useless eaters.

Had a group of people secretly met to plan the assassination of one single person, it would be a conspiracy to commit a murder, a crime penalized by the U.S. law. But, even though the Manhattan meeting eventually leaked to the press, none of the would-be mass murderers have been indicted. Obviously, these billionaires see themselves above the law because they are above the law.

The would-be mass murderers' rationale for wanting to kill more than a billion of us is that the Earth resources are limited, and we consume and pollute too much. But just a perfunctory analysis of the problem evidences that any of the billionaires who attended the secret meeting consume and pollute more in a single day than the people of some small third-world countries do in a year. Therefore, I would have expected that, if they really wanted to solve the problem in order to save the planet, they have plans to commit suicide after having killed their whole families.

Actually, just from the point of view of efficiency, that solution may be much more practical. But no. The hyperpolluter billionaires want to do it the hard way, by killing you, me, and several billion more. I guess that currently Hitler, Stalin, Mao and Pol Pot are turning around in their graves, knowing that these billionaires are trying harder to beat their records as the greatest mass murderers in modern history.

For those of you who do not know, Paul Nurse was President of Rockefeller University before his job with cancer research. Now he will be in charge of a deadly bio containment facility of immense proportions being built in Brill Place. Now little Paul has gone from discovering the molecule cyclin-dependent kinase to hosting Rockefeller's billionaire mates in Manhattan whilst they theorise over a eugenic answer to population growth ! Funny how easy it was to steal this land off the tax payers and get planning permission for a bio containment laboratory whose classification still remains unknown. Friends in high places or what?

" Some of Britain's foremost scientists are under pressure to follow the example of Dr. Francis Crick, FRS, the pioneering Nobel Prize winner, by emigrating to improve their financial status. Dr. Max Perutz, FRS, Director of the Medical Research Council's Laboratory of Molecular Biology at Cambridge, said last night that several scientists at the laboratory had been offered higher salaries in the United States. "They have been offered very tempting jobs, but so far I am pleased to say that they have turned them down because they prefer the working environment here." Dr. Perutz, a Nobel laureate for chemistry, added that an American university had offered to create a special post for him, but he had no intention of leaving Britain. It was at the Cambridge laboratory that Dr. Crick undertook the research, together with Professor James Watson, that lead to the discovery of DNA, throwing unprecedented light on the study of genetics. They were awarded the Nobel Prize for medicine in 1962. After 25 years at Cambridge, Dr. Crick, who is 60, has accepted a post at the Salk Institute, La Jolla, California. Although Dr. Crick was not available for comment in California last night, Dr. Perutz said his colleague's reasons for leaving were entirely financial. "He was very happy here, and but for the worry that he might have been short of money when he retired, I am sure he would have stayed", he said. Dr. Crick's emigration was precipitated by the closing of a tax loophole whereby British academics could, until 1974, teach for two months a year in the United States without being taxed, provided that their dollar earnings were not brought back to Britain. Added to that, top research scientists' salaries have been frozen at £8,000 - £9,000 for five years and British universities are rigid in enforcing a retiring age of 65, unlike American universities are more flexible." He has, therefore, migrated to the Salk Institute in Calfornia. That such a distinguished scientist in the latter stages of his career is forced to such a conclusion, because he is unable to provide a satisfactory income for the remainder of his life, should give Mr. Healey pause for thought. People from a variety of view points, but all sharing a fear and anxiety over the off hand and frankly cavalier attitude that has led to Camden Council’s granting of planning permission to build an industrial scale super lab here demonstrated at the site yesterday.

Those of you who have attended any of the UKCMRI’s open days will know that no where in their glossy literature or on site displays do they even mention the phrase “bio containment”. Why is that ?

How has Camden council granted planning permission to build a Level 3 + BCF, when no such classification of facility exists.

For 3+ read 4.

But they don’t want to tell you that because then they would have to list all the nasty deadly pathogens and air borne viruses which CAN be worked on in Level 4 BCF’s.

Why here?

Well we know why here, because they were able to get the land cheap, and there are no rich and powerful in Somers Town so opposition, they believe will go unnoticed and unheard.

Those of you who have had any dealings with what the UKCMRI laughingly called “ consultation” will be aware that this has been no more than a polished PR stunt.

This land was earmarked by the local authority for “ mixed development.” The last government had we were told, the development of social/affordable housing as the bed rock of their national planning brief. How do we explain then the turning down of an offer £20 million over the UKCMRI bid, that would have provided a mix of high end and social housing with public amenities. In other words a bid that fitted the council’s planning brief for the site, the government’s national planning brief and earnt another £20 million on the sale of the land.

Some how a conglomerate made up of the MRC, which is a publicly funded body working closely with the NHS and the UK health Department. And, a number of charitable and educational organisations succeeded in having their bid accepted by the last so called Labour government.

So, whilst our NHS undergoes attack from the current administration in the root and branch vandalism of Andrew Langsley; thousands of prospective graduate medical students across the country are unable to continue with their education as a direct result of this government’s educational reforms.

Meanwhile Imperial College and Kings College have joined UCL within the conglomerate each contributing £40 million. Now all the students there know to where their £9,000 per annum tuition fees are going!

At the same time our student population has faced a 166% in tuition fees, we are now informed that medical students may have the NHS funding which covers tuition fees in years 2 to 4 may be removed. This will represent a 966% increase in the price of a medical graduate!

This UKCMRI conglomeration represents the top end marketisation of the NHS. It is no coincidence that this body has come into existence at the same time as we face the biggest attack on our health system since it’s creation.

This lab, should it ever be built will represent the marketisation of health. A top down slight of hand alteration. Under these plans, we the public will build ,at a cost of £220 million, an industrial scale medical research facility which will, by the UKCMRI’s own admission ,rent out lab space to pharamaceutical companies who will no doubt continue to make huge profits. Where is our profit? Where is the benefit to this local community?

After all it is this community that will live with the risk. For those who see this as scare mongering all you have to do is do a google search on security breeches at BCF’s. There have been hundreds across the globe that have resulted in the release of deadly pathogens either into the air or water table. The facts are there in black and white and the facts have been relayed to Camden Council’s planning department. The one major difference between this site and most other BCF’s worldwide is that this location sits on a residential site with nurseries and primary schools close by, and is at the centre of the UK’s busiest transport hub

It is the people of this borough, and the millions of commuters who pass through it every day, who will have to live with the risk. The powers that be see it as OK to build this lab here.

The government, the council and the planners have agreed this site. We only know the true history and nature of the land sale and bid process as a direct result of a residents resolute search for the truth through the Freedom of Information Act.

The risks have been itemized and detailed to the planning authorites, yet the council grants planning permission for a classification of BCF that does not exist!

People here know about risk. We know only too well what can happen when things go wrong.

November 1987, 31 people lost their lives in the Kings Cross Fire. After the public inquiry we were all told that there would be no repeat of this disaster as Sir Desmond Fennell had undertaken a detailed report into the causes of the fire, and that his recommendations would be acted upon.

Jump to February 2011 and we learn from the 7/7 inquests that many of Sir Desmond Fennell’s recommendations remain just that; recommendations, which have not to this day been acted upon. Geoff DUNMORE, London Underground’s operational manager has admitted as much in recent media interviews.

Recently the German Consumer association magazine, WARENTEST conducted a safety review of 28 major European train stations. Low and behold Kings Cross came last, and was described by Alfred Toepper of WARENTEST as “the biggest fire trap in Europe.”

Of the 28 European stations, one was classified as good, 12 satisfactory and 13 as sufficient and 2 as dangerous : Kings Cross and Chatelet des Halles in Paris.

This review was made by safety experts without any axe to grind, and without any connection to any of our transport infrastructure. It was also made without any reference to the future existence of a “super lab” working on deadly air borne viruses and pathogens.

Neither rail track or London underground or indeed the British transport police have been consulted in any way about the proposed UKCMRI lab plans.

This site is surrounded by transport infrastructure. A few 100 metres away we have St Pancras, behind which lies Kings Cross and Euston sits only a few more 100 metres away in the opposite direction.

They are playing with the lives of this community.

There has been no risk assessment or consultation which has included either the unions of the transport system or the transport police. How can that be?

This is a project dreamt up and nurtured through government collusion during the boom era. How can anyone now argue for a publicly funded £220 million build, followed by running costs of in excess of £10 million per annum, whilst our services, health and educational system are under severe economic attack?

This is ill conceived and this site is wholly inappropriate. Is the MRC a public body or are they land developers?

This laboratory represents the privatization of medical research as our NHS is threatened by so called market dynamics. Paul Nurse’s translational research ammounts to no more that getting Joe public to finance the means by which the
UKCMRI will facilitate further profits for pharmaceutical companies. The only people who face the real cost will be those living in the shadow of this monstrocity.

For those, we should be ensuring that the government, the council and the planners understand that this community will hold those decision makers to account. We will take legal recourse through litigation for all risk to which they expose us.

This development is a back handed under the table land deal which allows for the development of an unethical medical research base which will use both public money and charitable donation to become the building blocks of pharmaceutical company profits.

PROTESTERS fighting plans to build a massive medical laboratory in the heart of Somers Town picketed an open day at the site, forcing it to close early.

The conglomerate UKCRMI – made up of leading medical research bodies – has started work on the £660million building which will house 1,500 scientists at a site behind the British Library. The land had been earmarked for a new park and social housing.

The project has attracted criticism over the cost, concerns about its work on deadly diseases, fears that it could be a target for extremists and protests at the use of animals in experiments.

Campaigner Joe Doyle said that although planning permission had been granted and work was starting, the argument had not been lost.

About a dozen protesters handed out leaflets to people who came to meet archaeologists digging trenches to reveal the site’s earlier uses.

Mr Doyle said: “How much public money is being spent on building a space that will give low rents to huge pharmaceutical companies to do their work?

“They say materials used in the labs could be extremely dangerous, yet this site is in the middle of council estates, surrounded by primary schools and three of Europe’s biggest train stations. It makes no sense.”

UKCRMI spokesman John Davidson said that despite being forced to shut earlier than planned the open day had been well attended.

He added: “We had heard there would be a small protest.

“We were not too concerned about it, but we did not want people to feel intimidated or face accusations by protesters, so we decided to shut the site early.

“In the end, it meant we had to turn away only a few people. Overall, the event was a tremendous success.”

Just wondering what John Davidson feels about the risk assessment on the existance and future work of the Brill Place Laboratory in light of the Kings Cross tube station being identified as "the biggest fire trap in Europe". Does he feel that the creation of a Level 4 BCF will increase the safety of the labs neighbours. We have seen how long it has taken for the authorities to respond to the recommendations post Kings Cross fire, now they will have the added risk of air borne virus leakage and heightened risk of terrorist attack to contend with!

A real big thank you to the Government for turning down the £20 million higher competing bid to build houses and thanks Camden council for granting planning permission to contain deadly pathogens next door to europe's biggest fire risk. Mmmmmm there has clearly been alot of thought gone into this one.

Every resident of Camden and indeed all London boroughs should contact Camden Council and inform them that when a bio security breech does occur at the site, each of you who have registered their opposition to this, will be seeking class action compensation from all parties concerned. Commuters hurrying through King's Cross Underground station on November 18, 1987, just wanted to get home. Instead, they were caught in a fireball that killed 31 people. Investigators concluded that the fire probably started after a discarded match ignited rubbish and grease under a wooden escalator. Smoking was banned on the Underground but people used to light up on their way out of stations. The Fennell Report into the fire made 157 safety recommendations, some of which are still being worked on today.

The London Underground station where 31 people died in a blaze 14 years ago would still be the most dangerous in Europe in the event of a fire, it was claimed yesterday.
The German Consumer Association ranked King's Cross last out of 28 stations, along with Chatelet Les Halles in Paris.
Another London station, Waterloo, only just escaped being branded one of the worst safety offenders.
An evacuation expert and a security specialist spent at least a day at each station, checking facilities at both the mainline and Tube elements for escape routes and general protection against fire.
The mainline element of King's Cross is operated by Railtrack while the below- surface areas - which came in for most criticism - belong to London Underground.
The investigators accepted that, after the 1987 blaze, the entire Tube station had been renovated with new escalators and a sprinkler system.
Fire extinguishers and water hydrants were also built into the wall on all platforms. But they said that the long evacuation routes through 400yard tunnels were a major problem.
Often these were linked to long escalators which created bottlenecks which would hinder getting out in time in the event of a blaze.
They criticised the Northern Line Underground exit for having no independent escape route, saying the only way out was through a very narrow, wood-panelled tunnel.
Alfred Toepper, who led the examination for the German consumer association's Warentest magazine, said: 'After the catastrophe in King's Cross the underground section of the station was largely rebuilt.
'But the smoke is always one of the worst problems in a fire and there are still very long escape routes in the station. The ventilation systems are still not good enough.
'The materials used to rebuild the station include a lot of wood and other flammable elements. This increases the fire risk and the tunnels are still too narrow for people to escape easily from the area.
'They could have done more at the time of rebuilding.'
Waterloo station escaped being classed in the 'unsatisfactory' category with King's Cross only because the part of the station which was recently redeveloped to include the new Euro-star platforms has better fire protection.
Investigators said that in the older section, the tunnels were far too long and had no escape routes. There was also a high risk that exits could quickly become blocked in the labyrinthine tunnel network.
Only one European station received a 'good' safety ranking - Lisbon Oriente - while 12 were said to be 'satisfactory' and a further 13 'sufficient'.
The report highlighted the recent Austrian ski-tunnel disaster as a classic example of authorities ignoring the need for escape routes.
It also showed that smoke is often more dangerous than flames as it knocks people out within minutes, stopping them from escaping as the blaze spreads.
London Underground said it did not recognise the description of King's Cross station from the report and insisted major safety improvements had been made in the wake of the 1987 fire.

Lord Fennel made these recommendations without any consideration of bio containment security breeches or even passing consideration of the air borne release of deadly pathogens next door to St Pancras. What would his recommendations be for appropriate evacuation plans for St Pancras, Euston and Kings Cross Stations now that they will be adjacent to this bio threat?

7/7 problems ‘identified in 1987′ PA Tuesday, 8 February 2011
The 7/7 rescue operation was hampered by problems that were identified but not tackled after the King’s Cross fire 18 years earlier, an inquest heard today.
Some of the recommendations in Sir Desmond Fennell’s report into the 1987 tragedy have still not been implemented nearly six years after the 2005 terrorist attacks, the hearing was told.
In particular, the radio system used by London Underground staff remains not fully compatible with that used by the emergency services.
Sir Desmond’s report into the November 18 1987 fire at King’s Cross Underground station, which killed 31 people, highlighted serious concerns about communications on the Tube.
The inquest into the July 7 2005 attacks on London has heard that radio problems meant rescuers battling to save lives on bombed Underground trains could not pass information and requests for more help back to the surface.
Hugo Keith QC, counsel to the inquest, noted: “Some of the things that went wrong on 7/7 were direct reflections of issues identified by Fennell which had not been corrected or addressed fully by the time of July 7.”
Geoff Dunmore, London Underground’s operational security manager, admitted that relaying information from the Tube trains made the emergency response to the attacks more difficult.
“The root causes of a lot of the problems was the fact that we couldn’t get communication directly from the trains to the outside world, including our own controls,” he said.
He said the introduction of a new radio system for London Underground staff, known as Connect, since the 2005 bombings, had addressed this issue.
“Of course with these type of incidents you can never guarantee that a communications system will stand up totally but it is a lot more resilient than anything we’ve had previously,” he said.
Mr Dunmore also insisted that London Underground learned lessons from the King’s Cross fire before the July 7 attacks.
He said: “If you consider for a moment the overall response to July 7, a lot of what we had in place in terms of emergency planning and training and things like rendezvous points is a direct outcome of Fennell.”
Sir Desmond’s report said it was “essential” for communications between London Underground and the emergency services to be inter-operable, Mr Keith said.
Mr Dunmore admitted it would be technically possible to make Tube workers’ Connect radios compatible with the emergency services’ Airwave system.
But he said: “It’s also whether it would give you any real benefits of having that.
“Because quite simply if you needed someone from the emergency services – an example, as we’ve had with July 7, to talk to a member of our staff down a tunnel – we could simply give them a Connect radio at the station for them to do that.”
Howard Collins, Transport for London’s chief operating officer, added: “There are protocols to ensure that the loaning of handsets can happen.
“Often those handsets look and function in the same way, but I think the issue for us is that the police and emergency services’ network is a secure, encrypted system and certainly our system uses the commercially available bands.”
A further Fennell report recommendation that the radios used by British Transport Police and London Fire Brigade should be compatible in Underground stations was also not in place by July 2005, the inquest heard.
Asked about this, British Transport Police Chief Inspector Brian Gosden said: “I can’t comment on the history of that as to why it wasn’t implemented.”
The inquest has heard that some firefighters refused to go into the Tube tunnels to help 7/7 survivors until London Underground had formally confirmed the power had been turned off.
Mr Dunmore was critical of London Fire Brigade guidelines advising firefighters to call their own control room to check it was safe to go on to the tracks.
“So they’re relying on somebody that’s far removed to give them confirmation through a third or fourth party that traction current is off,” he said.
“The daft thing about all that is that we will always refer them back to the local supervisor to give them confirmation that current is off. We never do it through the control room.
“What we are doing, separately to this, is talking to the fire brigade, and then with the other emergency services, about coming up with a system that is done locally that gives them the safe system that they require to work with their people as well.”
The coroner, Lady Justice Hallett, asked him: “That sounds as if it’s present tense, and I wondered why nearly six years after the event when you knew they had problems getting confirmation, there are still these discussions.
“Is that because it’s continual discussions improving things, or is that discussions to get in place a proper system?”
Mr Dunmore replied: “I think it’s the continual discussion to improve things. To be perfectly fair until this inquest that didn’t feature as an issue particularly around the incidents on July 7.”
The new Airwave system allows police officers to use their radios on the Tube network, the inquest heard.
London Fire Brigade uses Airwave above ground but employs an old analogue system underground.
Chief Inspector Philip Short, of British Transport Police, agreed that the emergency responders who braved smoke-filled Tube tunnels to rescue 7/7 survivors would have been greatly helped if the new radios had been available in 2005.
He said: “That’s undoubtable. If Airwave was working on the Underground at that time, the response would have been far enhanced.”

Just like the information obtained by an associate, under the Freedom of Information Act, that shows the extent the Brown government was prepared to collude with the MRC's unethical political and commercial posturing to ensure the conglomerate's bid was a success and the planning permission swiftly followed!

Risks of Proposed Kansas Bio containment Lab
Science Daily (Nov. 15, 2010) — A new National Research Council report requested by Congress finds "several major shortcomings" in a U.S. Department of Homeland Security assessment of risks associated with operating the proposed National Bio- and Agro-Defense Facility (NBAF) in Manhattan, Kan. The laboratory would study dangerous foreign animal diseases -- including the highly contagious foot-and-mouth disease (FMD), which affects cattle, pigs, deer, and other cloven-hoofed animals -- and diseases deadly to humans that can be transmitted between animals and people.

Based on the DHS risk assessment reviewed by the Research Council committee, there is nearly a 70 percent chance over the 50-year lifetime of the facility that a release of FMD could result in an infection outside the laboratory, impacting the economy by estimates of $9 billion to $50 billion. The Research Council report says the risks and costs of a pathogen being accidentally released from the facility could be significantly higher than indicated by the assessment. Although the committee that wrote the report recognizes the need for a biocontainment facility to be built in the United States like the one proposed in Kansas, it was not asked to provide judgment about whether the location is appropriate for the proposed facility.
"Building a facility that is capable of large animal work on a scale greater than other high-containment laboratories presents new and unknown risks that could not be accounted for in the DHS risk assessment because of a lack of data and experience," said Ronald Atlas, chair of the committee, a professor of biology and public health, and co-director of the Center for Health Preparedness at the University of Louisville in Kentucky.

Congress requested that DHS produce a site-specific biosafety and biosecurity risk assessment (SSRA) of the proposed NBAF, and it asked the Research Council to review the validity and adequacy of the document. Until these studies are complete, Congress has withheld funds to build the NBAF. The facility would be the world's third Biosafety-Level 4 Pathogen laboratory that could work with large animals; the other two facilities are in Australia and Canada. It would replace the aging Plum Island Animal Disease Center located nearly 2 miles off Long Island. The United States has not experienced an outbreak of FMD since 1929, and research involving FMD has not been permitted on the U.S. mainland since 1937.
The committee found that the SSRA has many legitimate conclusions, but it was concerned that the assessment does not fully account for how a Biosafety-Level 3 Agriculture and Biosafety-Level 4 Pathogen facility would operate or how pathogens might be accidentally released. In particular, the SSRA does not include important operation risks and mitigation issues, such as the risk associated with the daily cleaning of large animal rooms. It also fails to address risks that would likely increase the chances of an FMD leak or of the disease's spread after a leak, including the NBAF's close proximity to the Kansas State University College of Veterinary Medicine clinics and KSU football stadium or personnel moving among KSU facilities.
In addition, the committee found the assessment's estimates for the potential spread of FMD throughout the United States once a leak occurred overly optimistic in projecting how the disease could be controlled and eradicated.

Another concern of the committee was the lack of an early-release detection and response system, clinical isolation facilities, and world-class infectious disease clinicians experienced in diagnosing and treating laboratory staff or communities exposed to dangerous pathogens that affect people. Mercy Regional Health Center, the sole medical center close to the NBAF site, does not have such resources. If a pathogen escapes or a laboratory worker acquires an infection, the deficiency of the location would become immediately apparent, which will not only damage the credibility of the federal agencies involved but also potentially cost human lives, the committee said.

The SSRA and the Research Council report also identify a number of strategies that could lower the risk and potential impact of a release of FMD or other dangerous pathogen from the NBAF. The committee was precluded from conducting its own risk assessment to determine whether implementing such strategies could significantly reduce the risks shown in the document. The SSRA's lack of information on the potential effectiveness of risk reduction and mitigation strategies is a major reason the committee concluded that it is incomplete. For instance, the SSRA observes that an FMD outbreak's risk can be "nearly completely mitigated" by active surveillance but does not discuss what implementation measures this would require.
"We need a facility like the proposed NBAF," Atlas said. "The report makes no judgment on whether the Kansas location is an appropriate site for the proposed facility or on what risk is acceptable to society. Those questions are left to policymakers and future risk assessments."
The report was sponsored by the U.S. Department of Homeland Security. The National Academy of Sciences, National Academy of Engineering, Institute of Medicine, and National Research Council make up the National Academies.

Well you see that is what happens when the public are afforded an open and accountable system of risk assessment. Not the we know best attitude of the UKCMRI and the government who have singularly failed to provide any meaningful analysis of risk for what they describe as their Level 3 + bio containment facility.

Perhaps Mr Nurse believes that translational research in the optimum bench to bed manner, is only achievable by misinformation and a complete lack of transparency in both the purchase of the site and the manner in which planning permission has been approved.

Who is acting to safeguard the needs and wishes of the local community? The UKCMRI can keep it's flower beds, all we want is an honest, open and transparent approach to development. Any such analysis will show the deception at work here.

WELLCOME TRUST WORRIED BY BUSINESS FOOTING OF UKCMRI

It seems David Davis's words in the House Of Commons about the public perception of a 5 year long catalogue of sweetner deals between big business and HM Revenue office have echoed across the Wellcome Trust's board room. Now even they have concerns about the legal footing that has allowed a public body to shape shift into a conglomerate of charities and educational institutions. The trust has voiced its fears over the relationship with big business scuppering a zero VAT rating on the UKCMRI build costs and building managements annually:

Taxation policy also plays an important role in enabling partnerships between research organisations and industry. The Trust is experiencing challenges as we work towards the establishment of the UK Centre for Medical Research and Innovation (UKCMRI) at St Pancras, which will be a world-class research centre tackling some of the most important medical challenges of the 21st century. The impact of Value Added Tax (VAT) threatens to limit the viability and success of UKCMRI, as new buildings can only be zero-VAT rated for construction costs if they are used predominantly for non-business charitable purposes. This would impose major constraints on technology transfer, external collaborations, and industry investment at the UKCMRI. The Trust is continuing discussions with government to resolve this issue."

How very honourable of them to point out this anomaly!!!

Maybe thats why in 2011 both the Welcome Trust and AMRC The Association Of Medical Research Charities are calling for changes to the law around VAT and charity partnerships with the pharmaceutical companies. Maybe that's why the AMRC are recommending legal changes!!! This is what AMRC say,

"Build a financial environment that supports charities

Charities invest their money to bring maximum patient benefit. This often involves collaborating with universities, research institutions and industry.

MRC, Cancer Research UK, the Wellcome Trust and UCL are jointly funding the UK Centre for Medical Research and Innovation (UKCMRI), a new world-class research centre in central London.

The partners will aim to support collaborations and technology transfer initiatives with industry, but it will be crucial to ensure that VAT regulations do not restrict technology transfer activities, external collaborations and industry funding for innovation.

But working together can inadvertently render charity investment subject to taxation thereby disincentivising collaborations that could lead to greater patient benefit.

VAT regulations which classify teaching in new buildings as a business activity are a disincentive for teaching to take place alongside research in high quality facilities – this will reduce research-led teaching which is currently an asset to UK skills development."

So this lab got planning permission against the council brief: a public body formed a business entity with charities and educational establishments: the law WILL be changed to allow this conglomeration to rent out their labs to pharmaceutical giants after receiving £220 million of public money.

The writing is on the wall. They will change the law to ensure this unholy alliance is trading on the open market of big business whilst the tax payer covers part of the build and tax implications will be ironed out.

How do we know this? Because the UKCMRI has, against ALL odds, been allowed to come into existence, purchase land after government collusion directed their bid to success and has had planning permission granted fol owing Sec 106 pay off to Camden Council. Everything that can be done to ensure this lab goes ahead has been done .

Watch them alter the VAT regulations to suit.

Meanwhile The Science and Technology Committee ponders on in the Thatcher Room.

Have they approached the ethics of this relationship?
Have they examined ALL the e mails showing Gordon Brown's connivance with the UKCMRI bid?
Have they questioned the bid process management in relation to the local authorities planning brief ?
Has anyone provided peer reviewed evidence of the essential qualities of this site?

Maybe Paul Nurse's son in law, Committee member Gavin Barwell has thrown his hands up and declared " the whole things a carve up guvnor! We was always having it there in Brill Place- it's been sorted!". Or more likely they will adopt the UKCMRI newspeak dialect and start praising their bench to bed approach to medical research. That's laboratory bench to NHS bed, via the tills of pharmaceutical giants. The whole process being made easier by £220 million of tax payers money and our predicted changes to VAT regulations.

A week in politics is a long,long time. As the 'sweet heart deals" between big business and HM Revenue & Customs are about to be unearthed by the National Audit Office in their investigation into what David Davis descries as " public disquiet about alleged enormous sweetheart deals done with major public companies - Vodafone and others, in the last 5 years. The investigation is in it's early stages.

In Camden we know all about sweetheart deals- The Department of the environment can give the department of Culture Media and Sport a 3.6 acre plot of land for nothing. Then when the dust cleared the DCMS make £85 million out of the sale to a conglomerate including the public body, the MRC. This conglomerate, the UKCMRI's bid is accepted despite it's size (£20 million under competitors) and the fact that it is wholly at odds with both Camden's planning brief for site and the government's stated development policy. There is nothing "sweet heart deal" like about that is there? Not half, especially when you read the civil service e mails showing our last socialist leader doing ALL he could to ensure things went UKCMRI's way.

Jump to today , and while the coalition government plans to sell off all of England's publicly owned forests, the UKCMRI own a site with planning permission to build a Level 3 + Bio containment facility on a council estate next to St Pancras.Despite the fact that there is no such classification as 3 +!!!

The only thing worth smiling about is that the Countryside Alliance have stated that, "in principle there could be huge potential benefits of managing woodland privately." Well a leopard never changes it spots! That from an organisation that describes itself as "the only organisation to actively champion country life."

It seems that this "class" of people are intent on making sure they get their way across the land. Public forests- goodbye ! Democratic local government control of planning and development- goodbye!

Somers Town pays Cameron's 'big society' debt to Tony and Gordon's old mucker Lord Sainsbury. Too big a debt too big an ask!

As councils across the UK ready themselves for massive cuts in public expenditure, Camden Council in it's infinite wisdom decides to grab the Sec 106 money with both hands and say yes to the UKCMRI's Bliss Place Super lab proposal.

At the very same time as your coalition government commences their plans to dismantle our NHS, Camden council allows 3.6 acres of it's borough, which was originally ear marked for social housing, to be developed into a "super lab". Who are the developers? The UKCMRI. Who are they? Well the UKCMRI is made up by The Medical Research Council, Cancer Research UK, The Welcome Trust and UCL (University College London). They are going to share £380 million of the estimated £600 million build costs. The other £220 million will be paid for by the tax payer, you and me.

In their glossy PR offering entitled "The Bliss Project Concept and Vision" the UKCMRI under Sir Paul Nurse state:

"There will be dedicated space for technology transfer and additional lab space to enable the findings of the research teams within the centre to be developed and translated into clinical applications by scientists from pharmaceutical companies and partners."

In other words they will rent out lab space to private bidders, pharmaceutical companies in the main. £220 million of tax payers money will help build a laboratory which will be rented by the highest bidders. These companies already make BILLIONS of pounds profit annually, but we the British tax payers will pay towards their "cathedral of science".

How close does the MRC want to get to the pharmaceutical companies?

The MRC is supposed to be a public body! Now we have a Medical Research Council that has gone into business with Cancer Research UK,UCL and the Welcome Trust to buy land and develop a bio containment facility in the middle of an international transport hub, financed by public money to make profits for pharmaceutical companies!

Is this ethical? Should a public body like the MRC effectively merge with three other bodies to pursue a land purchase and subsequent development of a research facility working hand in glove with pharmaceutical giants? One can only guess at the possible ethical outcomes of such activity and the horrendous implications for our neighborhood and society at large. But if ever there was a conflict of interests then the UKCMRI is it!

Another interesting consideration is also the fact now that when Cancer Research shake their tins in your face you know that their funds are being spent on their share of a £600 million building program. That's before one minutes research is completed.So in a clever way the public get to pay twice for this building from which pharmaceutical giants will make further billions. If you live in Camden you also have the added bonus of getting to pay for big pharma's profits a third time- not only did the government turn down a bid which was £20 million over what UKCMRI paid for the land, but we the Camden residents will have in at least part got to foot the bill for policing the build and operation of the building from our council tax!! Lucky us!

Two years ago this blog reported how this land sale was dodgy. Almost 2 years ago we informed you of the serious questions around how this land, ear marked for mixed development with social housing ended up being sold to a conglomerate formed purely for this purchase and development. So very little has changed since the Somers family developed this area. Somers town may have seen Dickens and Hardy come and go. Wollstonecraft bore Shelley where Oakshott Court now stands, but the slum housing conditions are still in relative terms slum housing conditions. The working class of this area have been as ignored by this government and this council as they were in the days of the work house. Your betters know better! Or so they still think...

When you live in a run down council block of flats where diversity of culture and language is sedated by economic hardship your opinions are neither sought nor valued. As our communities struggle in Camden we felt protected by a local authority who put at the centre of its development proposals the creation of affordable and mixed housing projects. With 17.000 homeless we felt this was at least sensible. We lived under a labour government whose corner stone of development and planning was, we were assured, to provide affordable housing nationally. We were cared for! But then something strange happened- some wherein the mists of time the Department of the Environment gave ( yes that's right, gave) 3.6 acres of land to the Department of Culture Media and Sport. Now the DCMS owned the land which was in the fair borough of Camden. Camden Council had already stated that the 3.6 acre site was marked for mixed development. That is, a mix of social housing and community facilities. That was in keeping with the government's expressed wish to massively develop affordable housing across the UK. This is how democracy works, isn't it? Local authorities working for the benefit of local communities with a national government guiding policy across the nation. But something odd happened, first the DCMS decided that the best thing they could come up with doing with the site was to sell it. So the DCMS who acquired the site for free put the land up for sale.

The DCMS are well pleased because there are no less than 27 bidders for this site that cost them sod all! Of these 27 bidders a total of 12 different bids all comply completely with the planning brief set by Camden Council. Of these 12 bidders who complied with the local authority planning brief are some of the biggest construction companies in the UK, including Barratt Homes, Taylor Wimpey and Redrow. So some of the bids were from companies adept at and experienced in the creation of mixed developments where community amenities sit within a progressive mix of both affordable and high end housing. That was lucky! I mean the 3.6 acre site came free to DCMS from the DOE but they obviously had to respect the Labour government's desire to alleviate the national housing shortage and keep to the mixed development of Camden council's planning brief.

Well, we cannot tell you who made it onto the short list of 9. This fact has not been released on the grounds of commercial confidentiality. What we can tell you is that the UKCMRI's bid was NOT the highest and did NOT comply in any manner with the planning brief set by Camden Council. One bid was for £20 million more than the UKCMRI bid and the UKCMRI's bid was initially seen as being at too low a level for the consortium to be recommended for shortlisting on a commercial basis.

But then guess what? The DCMS accepted the UKCMRI bid of £85 million and UKCMRI CONSTRUCTION LTD came into being. Now that all seems a bit weird to me, you?

Well stranger still is a document from Nicholas Holgate (then Chief Operating officer, Department for Culture, Media and Sport) to James Purnell, (then Secretary of State for Culture, Media and Sport) and others, 18/9/07,

"There is a significant financial gap between the top bids and the medical research bid" and "We need to agree an orderly and appropriate process for selling the land, given the public value bidders, other Departments' interest and the likelihood that the Prime Minister might wish to take an interest too."

and in November 2007 still before the sale he told his amigo Gordon Brown this:

"We are close to being ready to announce Government support" and "We anticipate that the deal will be finalised over the next few days and we should be able to announce the outcome of the process In the next few weeks. On current plans, we would expect the sale to complete during December and preparations for development to begin straight away. The expectation is that the Institute would be up and running by 2012."

In July 2007 still way before the sale of the land Jeremy Heywood e mailed the chief scientific officer saying "The PM ( Gordon Brown) is very keen to make sure the government departments are properly co-ordinated on this project - and if there is a consensus that this is indeed an exciting project, then we do what we can to make it happen."

These few quotes, which are the tip of the iceberg serve as clear unequivocal evidence of political interference in the bid process. Where does this put the MRC within the consortium? The consortium whose bid was seen as too low and completely failing to meet the set planning brief of the council.

Having bought the land apparently against all odds ( well against some of the biggest housing contractors in the UK and against at least one bid for £20 million above theirs !!), the UKCMRI then had to get planning permission.

For some strange reason having succeeded in their bid the UKCMRI behave as planning permission is a certainity. So certain that the conglomerate of public body, charities and educational establishment set up their own limited company UKCMRI CONSTRUCTION to further invest in architects and a PR campaign long before any application for planning was submitted. So the MRC, Cancer Research UK, UCL and the Welcome Trust engage in a bit of land speculation for a couple of years before applying for planning permission. During this time they spend thousands on PR campaign brochures and site displays which inexplicably fail to mention bio containment facility.

Along the way there is plenty of time for the patronisation of Camden and Somers Town residents, and a complete failure by the conglomerate to provide one shred of evidence that this site is essential to their requirements. They jiggle their plans, so the neighborhood can enjoy a little more light. but fail to even inform the railway and transport unions, whose workers will be responsible for any evacuation, of their plans! In all their publications they fail to even mention bio containment and the council grants planning permission on a classification of bio containment that does not even exist!! They have been afforded planning permission to build a Level 3 + Bio containment facility. Yet Paul Nurse knows only too well that this is in fact double speak for a level 4 bio containment facility.

Once again our betters knowing better than us have decided to ignore their own development plans, their own planning briefs, their own policies and allowed a public body together with charitable and educational bodies to form commercial alliances in their "translational" approach to medical research which will enable pharmaceutical companies to make even greater profits financed by public money while we the Camden public take all the risks.

High risk indeed. Mill Hill has a level 4 BCF lab within it's walls. Level 4 BCF's work on viruses and bacteria that cause severe to fatal disease in humans, and for which vaccines or other treatments are not available. Amongst the viruses and air borne pathogens that a level 4 classification licences work on are Swine Influenza Virus (SIV), H5n1 (avian flu) Dengue hemmorrhagic fever,Marburg virus, Ebola Virus, hanta viruses, to name but a few. Any idea that the MRC is going to close a level 4 BCF at Mill Hill and make do with a Level 3 in Brill Place is fantasy and completely at odds with their claim that Brill Place is an essential site for them. Make no mistake what we will get is a level 4 Bio Containment Facility. Even John Davidson when questioned last October admitted that Mill Hill will definitely close when Brill Place opens and that he could not rule out all the Mill Hill work moving to Brill Place.

How can a risk be assessed when the true nature of the risk is hidden in the new speak of Paul Nurse's translational cronies. Level 3 + indeed! Come on Paul, tell us all what a level 3+ is!!!

How can planning permission be given to a building when the developer cannot even tell you what work will be undertaken within it's walls? How can risk be assessed when you build a BCF of the highest level, cloak it's real identity and fail to even consult with the individuals responsible for the safety of the busiest international transport hub in the UK?

In October the UKCMRI's John Cooper informed us all that they" would only work on flu" in the building he had to acknowledge was a BCF. That's the same flu that killed some where between 50 and 100 million worldwide in 1918. In the same October meeting Cooper grudgingly had to acknowledge to residents that there would be a legal bar to the proposed lab not being able to undertake other work on other virus or pathogen. In short John Cooper was able to illustrate to those present that in fact once built and classified it is impossible to say what the lab will work on in the future.

2 years ago we asked the question, do you think Europe's biggest biomedical research laboratory, working on air borne viruses and pathogens belongs in the middle of our busiest international transport hub? We still think the only sane answer is: NO.

Cllr Sanders, Cllr Birch, Cllr Braithwaite, Cllr Leyland agree. Cllr Rea could not make a decision . 8 of our local councillors have decided that this entity does belong on a council estate, in which none of them live, in between St Pancras and Euston, a few hundred meters away from Kings Cross, with the northern line below it. They have decided this without even being informed of the exact nature of the work that will be done within it's walls. They have done this without explanation as to what a level3 + BCF is. They have done this without consultation with those that are responsible for passenger safety within the hub. They have done so knowing that the plan does NOT meet the planning brief of their own planning department. They have done this for a consortium which exists purely for this development and with the known meddling of the previous government.

Planning permission has been granted despite the well known limitations of the site and with the complete failure of the UKCMRI to provide any peer reviewed research demonstrating any essential requirement for this building on this site. Yet we are asked to believe there has been no collusion, no irregularity!

We are told by those that know better than us, that all is well, charitable donations can be part of property development. No worries. Its OK for private companies to make massive profits after tax payers fund the build. Risk! what risk? They will only work on flu (lie). Never worry about the running costs- £100 million per annum, the pharmaceutical companies will help pay that, it's all part of the "bench to bedside" approach. "Bench to bedside" is all part of Mr Nurse's newspeak and its no coincidence it comes at a time when the CONDEM government is set upon dismantling the NHS, and selling it off in secret underhand new speak reform that means privatisation. At the same time the MRC is getting ready to lie down with the pharmaceutical companies and let public money kick start a new wave of profits.

We know the real risks and we are those that are really being put at risk. No evidence exists to support any claim of benefit from this particular building, on this particular site.

Isabel Vasser wife of Professor Tim Bliss has stated

"As a tax payer I am appalled that such an unnecessary expense on an unnecessary building as the UKCMRI is being incurred when the sums mentioned would surely be better spent on research in existing labs.Equally, the fact that colossal global sum for the erection of this inadequate behemoth will afford a much needed contribution to the Camden Section 106 fund, is not a reason to ignore the understandable disquiet of local St Pancras residents at one end of the spectrum and scientists from all over the world at the other."

Clearly Isabel is laboring under the misapprehension that anyone really cares about what the residents think! What matters is what Lord Sainsbury thinks, and he has a debt waiting to be paid in full.

According to Mill Hill scientists there is already a belief that the Brill Place site selection and usage will lead to a loss of potential for expansion, a loss in flexibility, a reduction in access to research models, difficulty in recruiting lab technicians, lead to a "waste of animals" and lead to additional security problems and reduce accessibility for deliveries etc. In other words this world that Mr Nurse and Cooper and co want to drag into translational research is far from agreed upon this building or this site. What is it Camden council knows that they don't?

Now readers of these pages will know that the author is anti vivisection. No apologies are offered. Our society has grown so unfeeling to the pain of other sentient beings that it has developed a total disregard for the individual, the powerless, the poor, the immigrant, the worker scratching a living for their family. Make no mistake this site was chosen because of the socio -economic character of the individuals who will be it's neighbors. The path of least resistance.

Your government both current and previous has decided we need this. Your government and council have ignored their electorate. They have patronised us all and awaited the doffing of our caps to our betters. They are telling us all you will live with this risk which we have singularly failed to properly assess. This is safe because we say so. That's the official line.

These pages have included the listing of bio security breeches worldwide at both Level 3 and 4 facilities. The Guardian in 2008 listed "over 70 dangerous incidents in labs and breaches of health and safety regulations aimed at controlling dangerous pathogens over the past 10 years." There is a plethora of empirical evidence that suggests these entities can never be 100% safe.

As Dr Ellen Nisbett of Cambridge university puts is' " We are extremely well trained in what we do, but if an accident does happen, it could be catastrophic. You just have to make sure it does not happen or locate the lab in an area where it is not so catastrophic if it does happen".

There are many reasons to oppose the planning that has been granted. The total disregard for the safety and well being of a community, not to mention the duplicitous nature of the land sale,bid process and government interference with both for starters!!

In June 2008 the Innovation, Universities Science and Skills Committee reported on bio security in UK research laboratories. They stated that "even for the laboratories dealing with the highest category of dangerous pathogens, containment Level 4 (CL4) there were shortcomings in funding for ongoing maintenance" and there was a "striking lack of co-ordination between organisations that sponsor and run high containment facilities". It identified that " no one organisation or minister has the remit to maintain a strategic overview."

Well guess what now they are going to let a conglomerate of charities, an educational institute and a public body to merge into UKCMRI and use public money to build a lab in which pharmaceutical companies can rent space. That way no one is in over all control, no one is ultimately responsible and no one is to blame when the shit hits the fan.

This is our borough, our city , our country. This land was designated predominantly for social housing and in these harsh economic times it is an offence to our dignity and intellect to allow this abhorence to become a reality. What will the euro star passengers think as they arrive from France and Germany, disembarking 100m away from a building of such potential risk?

What do you want? To live with this risk? To allow the squander of these millions? To believe their lies? To trust people who have failed to identify the true nature of their intent and cloak their proposals in Orwelian prose.

As the time for talk draws to an end this blog becomes redundant. Temptation is to answer the bull shit postings on the net about how the CSB has stolen, threatened and even raped its way through Camden. But what would be the point. As for attacks on halal butchers well.....I stifle a yawn, where are these threats?

All that was ever sought here was community wide support for opposition to the BLISS lab, and all that was forthcoming has been lies and vilification. We here are not interested in egos or personalities who seem to see community action as a competitive forum within which to further embroider their self promotion. There is no appetite for that here and there is no wish to further debate with people of questionable ethics and moral standing.

This lab will not be stopped by blogs or internet postings. Camden awaits development of a genuine campaign to prevent this monstrous entity becoming a reality. The author will still give his support to ALL who genuinely oppose it. Diet,culture or religion are of no importance.

Sanity is however a prerequisite for standing strong against the stream. The talk here concludes.

World laboratory animals day has come and gone, and the marchers made their presence felt at the BLISS site.

There was much talk of anti vivisection issues which was to be expected, but also speakers highlighted the very real threat from a BSL Level 3 laboratory to the surrounding community. The author spoke at length to a number of Sommerstown residents who were shocked when told what the laboratory could end up storing and working with. A ten point list of security breaches at level 3 bio containment facilities was handed out amongst the crowds of protesters and many local residents were only too glad to receive the information.

Anti vivisection was the predominant theme but there was also acknowledgment and details of the security issues around such a laboratory and details of leaks from such entities were provided to all in the area.

Elsewhere there has been talk of the demo alienating residents and residents not being welcoming. This is complete bull shit. This marked the beginning of the real campaign against this vile proposal. A beginning which involved various animal rights groups, the BUAV,various political groupings and Camden residents.

One thing for certain is there were no fascists present.

( There was also a distinct lack of misogynists, thieves, rapists, drug dealers and to the best of our knowledge there was no presence from either the UVF or the Real / Continuity IRA.....and no sign of provocateuring tattooed delusional dis-informing females!!! )

Perhaps the time for all the talking is over and the action stage has been reached.

Remember residents of Camden this is a campaign to protect our community, our environment, our children and our future. We know what we need and it is not a multi billion pound bio containment laboratory. We need housing, schooling, and caring for.

However what they will not say is the following:

Looking at the map above, locate the University of Medicine and Dentistry of New Jersey.(BLS-3) Got it? OK, at this swish corporate polished bastion of professionalism on the 29.08.2005 three little mice went missing.

Oooooh that is sad I hear you say, what is even sadder is the fact that the FBI were NEVER able to explain how these 3 mice went missing from their 3 separate cages, and you might also be slightly alarmed to hear that each of the 3 mice had been purposely infected with Bubonic plague by the nice professional lab technicians caring for them, up until their mysterious disappearance. This little fact is not rumour control or extremist fear mongering, it is a fact recorded and reported on by Josh Margolin in the local paper " Star Ledger" on 15.09.2005 By the way, they NEVER found the mice!

Right well here the professionalism is even more developed! Here on the 2nd of September 2006 a Laboratory employee became infected with Brucellosis.
(disease caught from consumption of infected unpasteurised milk or cheese- and interestingly enough the pathogen utilised in the first ever weaponised biological warfare tool developed by the USA.)
These professionals did not bother reporting this fact as they are required by American law until April 10th 2007!!! And you may have thought that they would know better especially after the diagnosis of their laboratory technician responsible for handling anthrax samples with cutaneous anthrax in 2002. Maybe they will follow the correct procedure next time?

I will not quote directly from this report which was in part produced in response to two things:

1. Growing proliferation of BSL-3 and BSL-4 Laboratories in the USA.
2. Growing threat of bio terrorism.

"There are a number of methodological issues associated with determining the overall number of BSL-3 and BSL-4 labs. In our discussion with federal agency officials, experts, and review of the literature, we found that the total number depended upon how you ask the question. Most often data were available on the number of facilities or sites that contained a BSL-3 or BSL-4 lab. The precise number of independent rooms within those facilities qualifying as BSL-3 or BSL-4 is not
generally specified. Some facilities contain more than one actual lab. For example, while CDC has two facilities with BSL-4 capacity, one of the facilities actually contains within it two separate BSL-4 labs, while the other has four separate BSL-4 labs. These officials and experts also told us that counting the number of labs is problematic because the definition of the term “lab” varies. A more meaningful measure is determining the net square footage of working BSL-4 space. However, this
information is often not available. "

As we watch events in Haiti unfold please be mindful that while the criticism of the relief effort continues to grow, so too do the numbers of US troops on the island. Here is what Fidel Castro had to say on the matter last weekend:

In my Reflection of January 14, two days after the catastrophe in Haiti, which destroyed that neighboring sister nation, I wrote: “In the area of healthcare and others the Haitian people has received the cooperation of Cuba, even though this is a small and blockaded country.

Approximately 400 doctors and healthcare workers are helping the Haitian people free of charge. Our doctors are working every day at 227 of the 237 communes of that country. On the other hand, no less than 400 young Haitians have been graduated as medical doctors in our country. They will now work alongside the reinforcement that traveled there yesterday to save lives in that critical situation. Thus, up to one thousand doctors and healthcare personnel can be mobilized without any special effort; and most are already there willing to cooperate with any other State that wishes to save Haitian lives and rehabilitate the injured.”

“The head of our medical brigade has informed that ‘the situation is difficult but we are already saving lives.’”

Hour after hour, day and night, the Cuban health professionals have started to work nonstop in the few facilities that were able to stand, in tents, and out in the parks or open-air spaces, since the population feared new aftershocks.

The situation was far more serious than was originally thought. Tens of thousands of injured were clamoring for help in the streets of Port-au-Prince; innumerable persons laid, dead or alive, under the rubbled clay or adobe used in the construction of the houses where the overwhelming majority of the population lived. Buildings, even the most solid, collapsed. Besides, it was necessary to look for the Haitian doctors who had graduated at the Latin American Medicine School throughout all the destroyed neighborhoods. Many of them were affected, either directly or indirectly, by the tragedy.

Some UN officials were trapped in their dormitories and tens of lives were lost, including the lives of several chiefs of MINUSTAH, a UN contingent. The fate of hundreds of other members of its staff was unknown.
Haiti’s Presidential Palace crumbled. Many public facilities, including several hospitals, were left in ruins.

The catastrophe shocked the whole world, which was able to see what was going on through the images aired by the main international TV networks. Governments from everywhere in the planet announced they would be sending rescue experts, food, medicines, equipment and other resources.

In conformity with the position publicly announced by Cuba, medical staff from different countries –namely Spain, Mexico, and Colombia, among others- worked very hard alongside our doctors at the facilities they had improvised. Organizations such as PAHO and other friendly countries like Venezuela and other nations supplied medicines and other resources. The impeccable behavior of Cuban professionals and their leaders was absolutely void of chauvinism and remained out of the limelight.

Cuba, just as it had done under similar circumstances, when Hurricane Katrina caused huge devastation in the city of New Orleans and the lives of thousands of American citizens were in danger, offered to send a full medical brigade to cooperate with the people of the United States, a country that, as is well known, has vast resources. But at that moment what was needed were trained and well- equipped doctors to save lives. Given New Orleans geographical location, more than one thousand doctors of the “Henry Reeve” contingent mobilized and readied to leave for that city at any time of the day or the night, carrying with them the necessary medicines and equipment. It never crossed our mind that the President of that nation would reject the offer and let a number of Americans that could have been saved to die. The mistake made by that government was perhaps the inability to understand that the people of Cuba do not see in the American people an enemy; it does not blame it for the aggressions our homeland has suffered.
Nor was that government capable of understanding that our country does not need to beg for favors or forgiveness of those who, for half a century now, have been trying, to no avail, to bring us to our knees.

Our country, also in the case of Haiti, immediately responded to the US authorities requests to fly over the eastern part of Cuba as well as other facilities they needed to deliver assistance, as quickly as possible, to the American and Haitian citizens who had been affected by the earthquake.

Such have been the principles characterizing the ethical behavior of our people. Together with its equanimity and firmness, these have been the ever-present features of our foreign policy. And this is known only too well by whoever have been our adversaries in the international arena.
Cuba will firmly stand by the opinion that the tragedy that has taken place in Haiti, the poorest nation in the western hemisphere, is a challenge to the richest and more powerful countries of the world.

Haiti is a net product of the colonial, capitalist and imperialist system imposed on the world. Haiti’s slavery and subsequent poverty were imposed from abroad. That terrible earthquake occurred after the Copenhagen Summit, where the most elemental rights of 192 UN member States were trampled upon.

In the aftermath of the tragedy, a competition has unleashed in Haiti to hastily and illegally adopt boys and girls. UNICEF has been forced to adopt preventive measures against the uprooting of many children, which will deprive their close relatives from their rights.
There are more than one hundred thousand deadly victims. A high number of citizens have lost their arms or legs, or have suffered fractures requiring rehabilitation that would enable them to work or manage their own.

Eighty per cent of the country needs to be rebuilt. Haiti requires an economy that is developed enough to meet its needs according to its productive capacity. The reconstruction of Europe or Japan, which was based on the productive capacity and the technical level of the population, was a relatively simple task as compared to the effort that needs to be made in Haiti. There, as well as in most of Africa and elsewhere in the Third World, it is indispensable to create the conditions for a sustainable development. In only forty years time, humanity will be made of more than nine billion inhabitants, and right now is faced with the challenge of a climate change that scientists accept as an inescapable reality.
In the midst of the Haitian tragedy, without anybody knowing how and why, thousands of US marines, 82nd Airborne Division troops and other military forces have occupied Haiti. Worse still is the fact that neither the United Nations Organization nor the US government have offered an explanation to the world’s public opinion about this relocation of troops.
Several governments have complained that their aircraft have not been allowed to land in order to deliver the human and technical resources that have been sent to Haiti.

Some countries, for their part, have announced they would be sending an additional number of troops and military equipment. In my view, such events will complicate and create chaos in international cooperation, which is already in itself complex. It is necessary to seriously discuss this issue. The UN should be entrusted with the leading role it deserves in these so delicate matters.

Our country is accomplishing a strictly humanitarian mission. To the extent of its possibilities, it will contribute the human and material resources at its disposal. The will of our people, who takes pride in its medical doctors and cooperation workers who provide vital services, is huge, and will rise to the occasion.
Any significant cooperation that is offered to our country will not be rejected, but its acceptance will fully depend on the importance and transcendence of the assistance that is requested from the human resources of our homeland.

It is only fair to state that, up until this moment, our modest aircrafts and the important human resources that Cuba has made available to the Haitian people have arrived at their destination without any difficulty whatsoever.

So we have been told that the proposed BLISS lab will cost a proximately £520 million , and this expenditure will create an entity which "is in the public good."

This public good will be at odds with Camden Council's planning brief as pointed out before on these pages. Affordable homes is what the population of this borough need, and fast. No where on the council planning brief is there any mention of level 3 bio containment facilities. No where does any one speak about what a level 3 bio containment facility is. There has not been one utterance from the consortium regarding the definition and consequences of a level 3 bio containment facility. No where, apart from on these pages has anyone listed the dangers, not perceived, but real, of viral leakage. West nile virus, anthrax, foot and mouth, ebola,all these have already been leaked from Level 3 bio containment facilities. This is not scare mongering, this is fact.

Why build such an entity on such a densely populated area?

Why build such an entity between 2 of Europe's busiest train stations?

These are legitimate questions which must be answered before Camden council even consider planning permission.

This so called "cathedral of science" will be paid for by ..............YOU! The tax payer, in conjunction with a number of charities. For charity read Cancer Research. An organisation which is itself worth millions of pounds.

ONE CONSPIRACY THEORY TOO FAR!!

Over the past few weeks it has been an absolute pleasure, to witness the success of KONP, in their battle with faceless bureaucracy and corporate muscle. Candy Udwin and Bob Austin have played an excellent hand in their judicious approach to NHS Camden's attempt to allow Care UK to create and manage a "super clinic" in Euston. Their cause has remained united and has forced public consultation on this issue.

This judicious approach should be a template for activists opposing the BLISS labs construction. We are still awaiting news of next years proposed public consultation. The consortium certainly do not seem to be in any hurry to sit down and tell the public exactly what it is they propose building. We are ready with the answers and an analytical history of level 3 bio containment facilities world wide. We await this meeting.

Unity has been the basis of KONP's first battle victory. Unity and intelligent use of the law.

What a pity the ecological and animal activists groups, struggling to protect our world and the species that populate it, are unable to present a similar united front. It was with complete disbelief that people on the Wave Climate Change march reacted to the small group of counter demonstrators at the foot of Nelson's column on Saturday. 50,0000 people from disparate groups across the UK acting in unity to focus attention on Copenhagen watched in disbelief as, firstly a handful of flat earthers in Grosvenor Square stood with placards proclaiming " Climate change is a hoax"! Then as the march entered Trafalgar Square mouths dropped open as people read the banner of a half dozen or so people at the foot of Nelson's column. The banner proclaimed the need to investigate climate change and the warning not to be duped!

To the author's surprise this small group was apparently predominantly made up by animal rights activists.

This week Nick Griffin of the BNP travels to Copenhagen to do his utmost to ruin this potentially momentous meeting. Griffin and his small cadre of slightly buffed ex skin heads and hooligans is adamant that the right wing needs to be represented in Copenhagen to expose what he has called the "somewhat dodgy" evidence that surrounds climate change!!

As far as the BNP are concerned the whole issue of climate change is described as a "global Marxist mantra". The BNP argues that this is a diversion through which world government will be introduced.

On the BNP web site they are currently describing the Copenhagen summit as an " anti white guilt hate fest which will see billions more tax payers cash poured into the third world." It is a frightening thing to think that such an opinion can be given any creedence.

There is not, according to our sources, a problem with fascism within the AR movement. What this represents is, I trust, no more than the naive acceptance of one conspiracy theory too many! But people who care about the welfare of all earth's sentient beings should not be putting themselves on the same side as Griffin and his fascist thugs. The people who marched in the Wave in London on Saturday are not dupes. They are people who care about the future of this planet and the life forms on it. They want to end third world poverty and avert the unequal affects of climate change on Africa and the developing world. Some have already recognised that personal dietary change can lead to changes in agricultural policy. They are people who care.

There is no conspiracy behind climate change just greed. That is the same greed that is behind the real conspiracy that has been witnessed this week: the Cochrane Review's finding of no convincing evidence behind the claims made by Roche regarding Tamiflu!

The Cochrane Review of Tamiflu comes after the UK government's expenditure of hundreds of millions of pounds on Tamiflu to combat the excesses of the H1N1 Swine Flu virus.

So far Roche, which has based it's 60% claim on the findings of Laurent Kaiser's research paper on Tamilu, has made £1.6 billion pounds on worlwide sales of Tamiflu this year. When Cochrane approached Kaiser, Kaiser was unable to hand over any useful data, then Roche failed to supply Cochrane with all the appropriate data.

William Burns the C.E.O of Roche arrogantly states that the Cochrane Review's "time lines had been passed" before Roche could locate and supply ALL the data !!!!

According the the BMJ, evidence supporting ROCHE's claims regarding Tamiflu are now seen as "far from compelling".

Bit late for the British tax payers! We have already spent hundreds of millions of pounds on a vaccine for which there is no compelling evidence of the manufacturers claims!!! This is not just evidence of malpractice between our government and Roche but also further compelling evidence of the corruption behind pharmaceutical patent and licence in the UK and indeed world wide.

If this week any one wants to talk about conspiracy, the only one we see is between big business and their political pawns. This is not in search of one world government but rather the more traditional pursuit of profits. Profit at the expense of UK tax payers, profit at the expense of truth.

These are the same businessmen and politicians who have failed to consult the people of Camden regarding the BLISS laboratory. Their aim and incentive is the same: growing profit. Thats profit at the expense of you and I and our democracy. And once again their approach has been the same : no consultation, blanket dismissal/avoidance of all objections and a total disregard for the truth.

Open your eyes, the conspiracy is not in search of one world government, it is in search of a path that allows the central focus to be greed rather than need. To dupe and alarm the population into blindly accepting the need for medicines that have no real positive affect at all. The MHRA and the EMEA ( Medicine and Health care Regulatory Agency UK/ European Medicines Evaluation Authority) have just demonstrated just exactly how little control there is over large pharmaceutical companies, and how easily they can steal our money.

Will you trust the same business to build and operate a level 3 bio containment facility in your neighbourhood? Filled with deadly pathogens and human beings. Human beings open to the same greed and dishonesty which is evident in the Tamiflu debacle.

We will not. We do not need it. We do however need Copenhagen to end in agreement, and an agreement that has teeth. This will take us no nearer one world government but rather a step back from the abyss from where we can challenge agricultural policy and move away from profit greed to fulfilling need.

No more 1st,2nd or 3rd world. Need not greed.

VICTORY FOR COMMUNITY SOLIDARITY!

It was with glee and excitement that the author discovered CARE UK (read rip off capitalist vultures who have made their millions out of care homes for the elderly - you know the sort of thing, minimum wage care assistants, maximum occupancy homes) have this week been informed their planned development of Euston's giant health centre is no longer a done deal.

Our friends in the upper echelons of NHS Camden ,having totally ignored the advice of health ministers, MPs and the Royal College of GPs, announced Care UK Ltd as their choice to oversee expansion of health services. They have now been forced to back down. Now they have agreed to a programme of resident consultation. Imagine that, we might even get a say!

Threatened with a High Court battle OUR NHS mangers have been shown to be nothing but the friends of big business. The preparation of a RCJ case by 'Keep Our NHS Public', based entirely on the failure of NHS Camden to consult it's residents and service users, has forced the arrogant "we know best" primary care trust to publicly admit to the legal requirement for consultation.

The message is clear. We have not won the war but people still have the power when utilised intelligently to prevent undemocratic, unfair and unlawful activity by those in positions of power in our community. It is after all OUR NHS not theirs!

Secretive tendering processes, failure to consult, profiteering and planned rip off of the public purse is what we have here. This small but vital first victory should be savoured. As we argued here back in August this proposal and action by those managing our care was without mandate. Just as the wholesale sell off of our limited public housing stocks is without mandate.

Dr Atkinson and his friends in Care UK, with their background in investment and venture capitalism must realise that we the ordinary people of this borough will not allow them to ride rough shod over us. We are the service users and we are the investors in our NHS. We will not allow this world class service which is the envy of the world to be butchered and sold off in the interest of shareholders. We will not permit our public money to end up in the hands of failed bankers who now see primary care as a new money spinner.

To all those out this morning in Camden High Street from KONP we say thank you! To Candy Udwin and Bob Austin, we the users and investors in our health care system, say thanks. We will be there to make sure that this consultation is not a sham. We understand fully that the expansion of our health services does not have to necessitate the closure of our established GP practices. We want family doctors to be just that, not driven by company share prices!!

Now you might be asking, what has this to do with the BLISS lab? Why are you discussing the NHS now, and previously?

The answer is simple. KONP are not only to be applauded for their first victory but also for the template they have just drawn up for citizen activism. As discussed with others, any opposition to BLISS that does not involve a legal challenge is a waste of space.

It is only with KONP's legal action that they have won this first battle. Just as NHS Camden failed to consult on this issue the consortium and the government have totally failed to consult our community about their plans to build a level 3 bio containment facility on our doorstep.

Just as it has been established that consultation is a legal requirement of our primary care trust, so too the consortium and our government MUST engage in a programme of public consultation prior to the building of this dangerous facility. During this consultation we must demonstrate our knowledge of the international failings of bio containment facilities and our refusal as a community to live with this level of risk.

Now we know that at some point next year ( they are still keeping us guessing as to when!) there will be a planned public consultation meeting. If that meeting takes place without a united and organised legally represented opposition the consortium will brush the community aside. You will remember that we had proposed and planned a fund raising gig in August to pay for legal representation of a coalition of opposition. This fund raiser never took place. Instead what did take place was the beginning of a smear campaign to discredit the author, this blog and undermine opposition. The licensee of the venue even recieved mail linking the author to terrorism and theft of monies from previous fund raising events. Since then the misinformation has continued.

What is clear is that the example set by KONP is the only template from which to launch a campaign to stop this vile facility. Legal action is the only footing from which to undermine the arrogance of the consortium.How many fundraisers have taken place since August? How much money has been raised to pay legal costs? Where is the opposition taking the campaign? Is there a campaign? Has legal representation been identified? Have the publicly available security breach details been made available to a legal team to facilitate representation and legal argument?

All important questions. Every attempt the author has made to organise a cross community spectrum of opposition has met with smear, misinformation and wholesale deceit. Discussion of AR movement, fascism and the like is a diversion.

DO NOT BE FOOLED. WATCH THE KONP AND LEARN.

This matter must be met by a well formulated campaign which includes ALL the arguments of opposition. Legal representation MUST be identified and recruited in order that adequate representation is available as soon as the consultation process takes place. Not after!!

On Wednesday the 5th December 2007 Gordon Brown announced his support for the "future world class medical research centre in St Pancras land sale."

On this day the MRTC press office number ( 0207 637 6011) had only a few calls. No where in the media release did anyone mention a bio containment facility. No where in any of the subsequent press releases of 2007 and 2008 is there ever any mention of a level 3 bio containment facility. No what they said was, " the partners will work with the local community on the plans and shape of the UKCMRI."

Now readers of this blog will be aware of just what a level 3 bcf is, and what risk it represents. After all here we have given you a detailed list of all reported leaks and security breaches at such entities in the USA. We have also informed you that an animal testing laboratory will also be contained within this magnificent development.

It's now almost 2010 and what have we heard? What part of our community has been approached regarding " the plans and shape of the UKCMRI"?

All we have heard is diddly squat !

Instead of uniting against this planned evil to be engineered with stealth and deceit on behalf of our democratically elected government. What we have is a fractious opposition divided by bickering and lunacy. There are some men in Camden who know that she writes the blog and was responsible for the flyers handed out in Camden regarding Camden Sanity Brigade.

Residents [who have nothing to do with any campaigns] have reported the flyers and leafletting to the police.

The flyers attacks the UKCMRI consortium and has made Islamophobic remarks on the blog against Mukul Hira who is a respected activist in Camden.

The blogger Josie Hitchens is nothing to with any campaigns against the UKCMRI in Camden and is nothing to do with London Animal Rights or any other campaign.
